Effects of the Affordable Care Act on Economic Productivity

CASEY MULLIGAN, a professor of economics at the University of Chicago, received his Ph.D. in economics from the University of Chicago in 1993. He has been a visiting professor at Harvard University and Clemson University, and is affiliated with the National Bureau of Economic Research, the George J. Stigler Center for the Study of the Economy and the State, and the Population Research Center. He has written for the Chicago Tribune, the Chicago Sun-Times, the New York Times, and the Wall Street Journal, and is the author of three books, including Side Effects: The Economic Consequences of the Health Reform.

The following is adapted from a speech by Casey Mulligan delivered on October 24, 2014, at a Hillsdale College Free Market Forum in Indianapolis, Indiana.

The topic of my talk today is the economic side effects of the Affordable Care Act (ACA), sometimes referred to as Obamacare. Since most of the economy has to do with labor and work, that’s where I’ll start. But, first a caveat. I’m an economist, and I’m going to talk about some parts of this complex law that have an impact on the labor market. Other parts of it relate to health and medicine, and because I’m not a doctor or a biologist, I’m not going to speak to those parts. From an economic or labor-market perspective, I’m going to explain how the costs of the ACA outweigh its benefits. But I can’t measure or estimate its effects on health care. I leave that to others.

Support for Obamacare Hits New Low

WASHINGTON, D.C. -- As the Affordable Care Act's second open enrollment period begins, 37% of Americans say they approve of the law, one percentage point below the previous low in January. Fifty-six percent disapprove, the high in disapproval by one point.

Americans were slightly more positive than negative about the law around the time of the 2012 election, but they have consistently been more likely to disapprove than approve of the law in all surveys that have been conducted since then. Approval has been in the low 40% or high 30% range after a noticeable dip that occurred in early November 2013. This was shortly after millions of Americans received notices that their current policies were being canceled, which was at odds with President Barack Obama's pledge that those who liked their plans could keep them. The president later said, by way of clarification, that Americans could keep their plans if those plans didn't change after the ACA was passed.

The current 37% reading comes on the heels of last week's midterm elections, in which Republicans won full control of both houses of Congress. Already, party leaders are discussing efforts to repeal the unpopular law.

Repeal is highly unlikely, given Obama's veto power, but the law's new low in approval -- and new high in disapproval (56%) -- could potentially have an impact on its future. The president himself has acknowledged he will consider modifications to the law, which could include repealing the tax on medical devices.

Approval Among Independents at 33%

Approval of the law continues to diverge sharply by party, with 74% of Democrats and 8% of Republicans approving of it. Independents have never been particularly positive toward the law, with approval ranging between 31% and 41%. Currently, 33% of independents approve.

Nonwhites, who disproportionately identify as Democrats, have maintained majority approval since the ACA's inception, now at 56%. Though this is still about double the level of approval among whites (29%), it is the first time nonwhites have fallen below the 60% mark.

Bottom Line

Americans have never been overly positive toward the ACA, at best showing a roughly equal division between approval and disapproval early on in the law's implementation. The percentage of Americans who approve of the law represents a new numerical low, which could indicate a loss of faith in the law amid the aftermath of the 2014 midterms. Although the ACA, also called Obamacare, was not as dominant an issue in this year's congressional elections as it was in 2010, the issue was part of Republicans' campaign efforts to oppose the president's agenda overall. In doing that, many of the party's candidates were successful.

Though the law's implementation suffered setbacks last fall, government officials have greater optimism for the health insurance website's usability this time around. Importantly, though, approval of the law has remained low throughout the year even as it has had obvious success in reducing the uninsured rate. And with approval holding in a fairly narrow range since last fall, it may be that Americans have fairly well made up their minds about the law, and even a highly successful second open enrollment period may not do much to boost their approval.

Nonpartisan, Independent Watchdog Demonstrates Obamacare Uses Taxpayer Dollars for Abortion Coverage

Government Accountability Office Report Adds to the Administration’s Long List of Broken Promises

A new report prepared by the nonpartisan Government Accountability Office (GAO) demonstrates that, despite the president’s clear promise, taxpayer dollars are being spent on abortion plans under the Patient Protection and Affordable Care Act. Just over five years ago, President Obama stood before a joint session of Congress and declared to the American people, “under our plan, no federal dollars will be used to fund abortions, and federal conscience laws will remain in place.” But the GAO report confirms that the administration is failing to uphold its promise. The independent watchdog found that the health law’s accounting gimmick is not being enforced and more than one thousand plans available on the health insurance exchanges cover abortion on demand. Additionally, the GAO found that information about abortion coverage for plans available on the exchanges is not uniformly available to consumers.

The Congressional Budget Office did not exactly say Obamacare would cost the nation 2.5 million jobs.

But what it did say is vindication of what conservatives have preached since Barry Goldwater stood in the pulpit 50 years ago:

The more liberal the welfare state, the greater the disincentive to work and the more ruinous the impact upon a nation’s work ethic.

The CBO has just given us a statistical measure of that truth.

Court Sides with Catholic Schools, Hospitals Against HHS Mandate


Invoking the Religious Freedom Restoration Act of 1993, a federal district court judge has barred enforcement of the HHS mandate against two New York-area Catholic high schools and two Catholic health care systems. The Archdiocese of New York and the Diocese of Rockville Centre, which are currently exempt from the mandate, also joined the lawsuit. 

The “plaintiffs have demonstrated that the Mandate … compels them to perform acts that are contrary to their religion,” ruled Judge Brian Cogan, whom President George W. Bush appointed to the bench.

“And there can be no doubt that the coercive pressure here is substantial,” he added. “If plaintiffs do not comply with the Mandate, they are subject to fines of $100 per day per affected beneficiary. If they seek to cease providing health insurance altogether, they face an annual fine of $2,000 per full-time employee. The only other option available to plaintiffs is to violate their religious beliefs.” 

The New York ruling is important because it is the first case in which a federal court has granted a permanent injunction against the enforcement of the HHS mandate. (Other non-profit groups have won preliminary injunctions, barring enforcement until the case is settled.) The Obama administration has the option to appeal the ruling.

Obama Drops to His Lowest Approval Rating Ever as Obamacare Scandal Explodes


It is sad that it took financial hardship and loss of health insurance to wake millions of Americans to Obama and his plans for our republic.  Perhaps as numbers like these get even worse for this destructive thug, Congress will find its backbone.

With millions of Americans losing their health insurance thanks to the Obamacare health care law that pro-life groups warned would ration care, President Barack Obama is now at his lowest approval rating ever of his presidency.

American voters disapprove of the job President Barack Obama is doing by a 54-39 percentage point margin, according to a Quinnipiac University national poll that has him at his lowest marks ever. Even women disapprove 51 – 40 percent, according to the survey released today.

President Obama’s lowest score before today was a 55 – 41 percent disapproval in an October 6, 2011 survey by the independent Quinnipiac University. Today, disapproval is 58 – 37 percent among men, 91 – 6 percent among Republicans and 63 – 30 percent among independent voters. Democrats approve 79 – 14 percent. White voters disapprove 62 – 32 percent while black voters approve 75 – 15 percent and Hispanic voters disapprove by a slim 47 – 41 percent margin.

Catholic Bishops To Defy Obama's "Coercive" Abortion Mandate

The U.S. Conference of Catholic Bishops today issued a “Special Message” at the conclusion of their fall General Assembly, November 13, in Baltimore. They unanimously passed the special message, which can only be issued (at) such meetings and strongly condemned the HHS mandate.

They said that, with its “coercive mandate,” the Obama administration “is refusing to uphold its obligation to respect the rights of religious believers.”

No Bid Contract Awarded to Campaign Donor


First Lady Michelle Obama’s Princeton classmate is a top executive at the company that earned the contract to build the failed Obamacare website.

Toni Townes-Whitley, Princeton class of ’85, is senior vice president at CGI Federal, which earned the no-bid contract to build the $678 million Obamacare enrollment website at Healthcare.gov. CGI Federal is the U.S. arm of a Canadian company.

Townes-Whitley and her Princeton classmate Michelle Obama are both members of the Association of Black Princeton Alumni.

Sean Hannity Promises to Recoup Salary for Obamacare Operator Who Was Fired for Talking to Him

As we predicted just days ago, the Obamacare call center employee who told the truth in a conversation with Sean Hannity was promptly fired.  The regime will tolerate massive incompetence, corruption and the waste of billions of your tax dollars, but they cannot abide anyone telling the truth about their schemes to impose an alien and anti-American system on the American public.  As with the Obama-Reid government shut-down, punishments will be meted out.

So Earline Davis of Panama City, a struggling, single mother, was promptly fired for doing her job with kindness, patience and honesty.  Imagine the furor had this young, black woman been fired for honestly responding to questions about "No Child Left Behind" during the Bush Administration.  Of course, these so called "liberals" can't be racists or "anti-woman"; they serve "the masses." It's just people like Earline, you and me they won't tolerate.

Viguerie Predicts Bloodbath for Republican Traitors in 2014

When the House Republicans In Name Only (RINO's) caved to Obama and gave him everything he wanted on the national debt limit and Obamacare, we suggested in our reserved and soft-spoken way that every one of them should be primaried.  Therefore, we are pleased that conservative icon Richard Viguerie has predicted just that.  Indeed, he believes that House and Senate GOP leadership will face an "absolute bloodbath" in 2014. Viguerie says conservative Republicans "have been betrayed, abandoned by our leaders, and that includes Mitch McConnell, John Boehner, Eric Cantor, Kevin McCarthy, [and] Reince Priebus at the Republican National Committee."

After his narrow defeat by Gerald Ford at the Kansas City convention in 1976, Ronald Reagan was seen as a has-been.

Came the Carter-Torrijos treaties of 1977, however, which gave away the Panama Canal, and the old cowboy strapped on his guns:

“We bought it. We paid for it. It’s ours. And we’re gonna keep it.”

America loved it. Bill Buckley said we must recognize reality and transfer the canal. GOP Senate leader Howard Baker was the toast of the city as he led 16 Republicans to vote with Jimmy Carter. The treaties were approved.

Reagan’s consolation prize? The presidency of the United States.

Obamacare's Slush Fund Fuels a Broader Lobbying Controversy

A little-noticed part of President Obama’s Affordable Care Act channels some $12.5 billion into a vaguely defined “Prevention and Public Health Fund” over the next decade–and some of that money is going for everything from massage therapists who offer “calming techniques,” to groups advocating higher state and local taxes on tobacco and soda, and stricter zoning restrictions on fast-food restaurants.

The program, which is run by the U.S. Department of Health and Human Services (HHS), has raised alarms among congressional critics, who call it a “slush fund,” because the department can spend the money as it sees fit and without going through the congressional appropriations process. The sums involved are vast. By 2022, the department will be able to spend $2 billion per year at its sole discretion. In perpetuity.

DeMint: If Defunding Obamacare Isn't Worth Fighting For, 'Nothing Is'

(CNSNews.com) - If defunding Obamacare isn't worth fighting for, nothing is, says Jim DeMint, the former U.S. senator from South Carolina who now serves as president of the conservative Heritage Foundation.

Fox News's Greta Van Susteren asked Demint Tuesday night if he thinks it's "wise" for Republicans to risk a government shutdown by insisting that no taxpayer money go to funding Obamacare:

"There's no question, Greta, that if this isn't worth fighting for, nothing is. I've never heard a Republican say they want to shut the government down, and that's not the goal," DeMint said.


"The relevant question is, will Obama shut the government down in order to save his failed law? It's unfair. It's unworkable. He's given waivers to Congress, waivers to big business, but not to the average American. So if the president chooses to shut the government down, it's on him. I think Republicans should fund the government, but they should not fund Obamacare."

SC House Passes Obamacare Nullification by a Large Margin


In what seemed to an overwhelmingly uphill battle for the grassroots in South Carolina, a huge victory has been won, and won by an unexpectedly large margin. 

After months of tireless work from various grassroots organizations and individuals, including several events held in places like Columbia and Greenville where hundreds and even thousands showed up in support, Bill Chumley’s bill,  H.3101, South Carolina Freedom of Health Care Protection Act” passed a second reading in the House today by a vote of 65-34. (The roll call vote list can be read via this link.) The bill as written would declare Obamacare to be null and void because it is a blatantly unconstitutional piece of legislation.

U.S. Bishops Say They’re Willing To ‘Go To Jail’ Over HHS Mandate


As the Obama administration and the U.S. Bishops remain locked in battle over the HHS mandate, the question on the minds of many observers is: what lengths are the bishops willing to go to to oppose the mandate? 

The prelates LifeSiteNews spoke to after the Vigil Mass for Life in Washington, D.C. on Jan. 24th indicated that they intend to do everything they can to oppose the mandate, including risking imprisonment if necessary.
